Yeah, I noticed this issue as well and wasn't exactly pleased considering how a host of games make the horse jump over such obstacles automatically. I love the horse control in AC@, but unfortunately, it was pretty much useless.
I don't think a redesign is necessary, more of just some refinements and nice looking facelift.
You cannot ignore the fact that they're also a multiplatform developer working with a multiplatform engine. If you think they can work the same magical tech wizardry as Sony Santa Monica and Naughty Dog under those circumstances, then you're greatly mistaken.

Lets not forget the horrible D-pad. Man, that will be one of the most unforgivable things Microsoft has ever done - create an amazing controller and let it slip short of perfect by implementing a terrible D-pad. Also, the bumpers are really bad in my opinion. Are they supposed to be buttons? They push in very little. The battery packs are also quite irritating.
