Forza horizon don't do massive numbers on X360 even Vgchartz puts it at 1.74m. You only have to look at pre-orders charts on sites like gamestop, amazon etc to see it and sunset overdrive won't big system sellers. I will sell systems yh but the effect won't be large. Those sales are not counted for software in the TOP 10 list but it's still very surprising considering co-marketing, NFL partnership and US audience usually favoring Xbox brand for games like this.
