In the very same article it tells you what the space is for XBL content only meaning not personal files (Movies, Games) because they already have a service for that --> Skydrive.
Which means it's just for game saves and nothing more the rest are already on MS's servers or are stream from their servers.
^ 4k content is very low to non existent atm plus the fact that 4k TVs are not affordable for the general consumer and wouldn't be for a number of years.
Devkit funtionality is not available at launch.
So these features you mentioned won't really matter until they are widely available.

Exactly their policies were not about a digital only console it was able control of the second hand market and how physical content was distributed. If it was really digital only then XB1 wouldn't need a blu-ray drive simple as that.
