Well , we are on the topic of emulation so you can actually play Tales of Symphonia on your pc , just get the GC/Wii game and download Dolphin.
I downvoted because what you said didn't make sense , if someone can't afford a 360 ($100-$200 !) then how the hell can they afford a monster PC to run this emulator??.

think of it like this : 60FPS = Worse graphics PERIOD , it's a trade off between speed and eye candy.I personally prefer a great looking 30 FPS game(The Last Of us , Uncharted) over a fast but decent looking game.30 fps is also great for games with a PC version or an inevitable HD version because then the speed won't be a problem (GTA 5 and Dark Souls 2)
