Damn. I missed the opportunity to preorder the special edition it seems. I was REALLY hoping to be able to get this.
There will be little to no gains. Developers won't be using it to offer greater improvements in game except possibly Sony first party studios. The specs improvement will be to better play 4k video content, and will include support for higher capacity blurays which are required for 4k bluray.

I don't think they are screwing anyone. I've said it once, I'll say it again. The upgrades will only be allow PS4 to be able to play 4k blurays, and may possibly help speed up OS navigation, but really nothing more.

How many PC games aren't coming to PS4? Let's see? Every game from the 90's until the most recent PC exclusives. Sorry. Those are some excellent games(some of which will come to PC, by the way), but you can't compare a tiny single generational library to the vast multigenerational library of PC. It's just silly to do so. Oh, and it's very easy to say older games don't matter if you can't play them.

It's really too bad, because it goes to show that no matter how amazing the games are, people are so biased against anything related to Nintendo, whether they are insecure in their maturity or otherwise, that they won't play Nintendo games. Truly unfortunate that the "gaming" community has devolved into this.
