I assure you devs can max out the ps4 if they want to.
Prime EX. Kojima used a filter on MGSV which didn't work. he then had to take it out because Metal gear couldn't run properly with the filter on.
EX. if TLOU 2 looks better than the TLOU1 it doesn't always means the dev squeezed out more power out of the box. Unless they reserve the power on purpose.
There are many graphical technique/tricks a dev can used to get better result...

It possible the ps4 graphical capabilities weren't maxed out. They can simply take the ps4 build of WD and scale the graphics down on the x1's version.
Devs figuring out ingenious ways to save on processing power on either gaming console doesn't count either.

Can Ubisoft change gamers opinion on Watch Dogs. That depend on UBI. we all already know WD was down graded; so I believe most gamers are going to put most of their attention mainly on the game play.
The game play would have to be better or least as good as Grand Theft Auto V to make up for the downgrade.
I'm pretty sure what we all saw at e3 was running on the ps4 dev kit. On max setting of course.
So I expect the downgrade to be at least a 20% difference in graphics not over 50%.
If I were a dev and I wanted to make money on all gaming platforms I would make the game looks close on other platforms.
My focus are on 1st party games because it won't be gimped.
The E3 2012 demo of WD has better lighting and dark shadows than the e3 2013 build.
I hope this isn't going to happen to every Multi-plat games cause I really like dark shadows rendering to be implemented in every game.
Metal gear 5 was missing dark shadow in the x1 version. Now WD lighting and dark shadows have been down graded by half.

You're right. The new powers are going to be the same move set but altered a little to fit the style of the chosen power.
The size of the patch would need to be at least over one gig(not 300mb) to add a completely new sequences animation and power move set.
