I called PSN about a patch that I couldn't download to my PS4. It seem as though something was blocking me from downloading it. The first person couldn't help me. So he transferred me to another dept and that individual couldn't help me either. so I was transferred again and finally I got the help I needed form someone who knew what was causing me issue. The installed game was corrupted. I had to delete the installed game firs...

Effect doesn't require much work from dev because its already in the tools set. But dev do have to spend time placing them in the right place in a scene. as well as figuring out the size/motion of the effects.
As for the textures, they make them at the highest quality first and then scale them down until they get the best results through optimization. they do the same thing for props/character models/etc.

Res matter because most 55 inch LCD TV(1080P) aren't too expensive anymore. The Majority of people I know have either a 47inch TV or bigger. I own a 55inch TV and I want to enjoy it to the fullest.

high Resolution won't help much if the texture aren't rendered in high quality.
Take SS for example. if SS resolution was 792p, it would still look better than titian fall because the ps4's ram is fast enough to render the textures in high quality. The x1's esram would most likely produce the opposite.
