Those are also the days before third parties decided it would be a good idea to do a shit job on one port of the game to artificially deflate sales and justify not putting anything else on the platform. Guess what, it's not all Nintendo's fault: the third parties that made atrocities like the Wii U version of Sniper Elite V2 are just as much to blame.

Keep in mind they only said it wasn't done, not that they aren't close to being done. For all we know they could have already finished the translations.
With a stream this close to the Japanese release, and the fact that it is going to be done in English, I fully expect to see a release date announced for this game. That May placeholder from Target and the June placeholder from Amazon are looking more and more promising.

Sounds like they are reviewing it as the Japanese that they are and are strictly reviewing it for Japanese gamers. Japan's gaming culture is not about timesinks, mobile platforms are the big dog over there. Here in the west though, a long game can still do just fine. Mobile gaming isn't as big over here, and as such there isn't really a stress on making games digestible in small bites.
