There is no base frequency. It can go from the lowest to 3.5 GHz. Perhaps you can consider the "basic" frequency a moment when for one to go up, the other has to go down. I would call this the average frequency.

I will put my coins at $ 400 for the PS5 and $ 500 for the new XBox. I really don't think the PS5 should be cheaper than the Xbox, but that reveal left a bad taste in everyone's mouth. Sony may have lost a lot of money because of that.
If there was only the PS4/XBO generation, then yes. Otherwise, the console with the most attractive games and the lowest acquisition cost wins.
