To keep PS3 games on PS Now, Sony needs those hardwares active and that is expensive. With the PS5, Sony can have all games on a single platform and then sell them as a digital format or rent them as a service format.
Streaming format is for casual gamers. Nobody is going to buy an expensive PS5 for PS2 games.

I want to have all those games on Playstation 5, but I prefer to have them remade than emulated.
Funny how the perspective varies a lot and deceives people. In the USA Sega Saturn was a total failure and does not have good games. Where I live, it was a great console and brought so many good games. Too bad people didn't have the opportunity to see those games.
It is not a case of being better or worse than the PlayStation, but of having been a great console anyway.
