I don't know if Kojima would be willing to fly across an ocean for that kind of an announcement these days. You could be right, but I think it's more likely we're about to discover what it is he's been working on with the Fox engine.
Edit: The thing that has me thinking you might be right is the photo posted looks like a really young Snake. Either that or we're looking at another prequel. MG1 remake? That would be awesome!

Some of us are more excited to see The Last of Us and (hopefully) The Last Guardian. I'll pass on the JRPG filled with emo guys that look like girls and I've had quite enough of the melodramatic writing that's barely on par with your average soap opera.
Improve on what? All we've seen is a logo coupled with a brief synopsis.
Why does that matter? I like good games, regardless of console. For instance, I've never owned a Microsoft console or been a fan of Halo, but the Halo 4 footage shown at Microsoft's conference blew me away. If I had more free time I would buy a 360 to play that game. I like to be entertained and couldn't care less whose stock value I'm padding with my purchase.

The first few moments of gameplay had me thinking it might be a return to the Splinter Cell we all know and love. Then I saw a series of quick time events that seemed too easily earned. Maybe there will be a difficulty level that reduces the amount of executions the player earns per kill, or a classic mode for veterans of the series. If neither of those happens, I'll just keep playing Chaos Theory.
Actual gameplay? Uncharted has plenty of that and judging by this trailer, the devs of Tomb Raider agree.

We'll probably see it at E3, but a 2012 release date for a new franchise wouldn't be a very good idea. Common sense points to a release sometime early next year to give it a little breathing room. January or February would be good, since Bioshock, God of War and possibly GTA5 will be coming out in spring. Failing that, the dead of summer or early fall, though I hope they don't wait that long.

I'm on the fence with this one. Far Cry 2 multiplayer died out quickly and this one looks like it's adopted the feel of COD, which I'm not a fan of. I guess I'll take a chance and see if I like the feel of it and if it has any longevity, as I'm still very excited about the single player.
