Dont think much will change because of this used games policy apart from bringing in a little bit more money to publishers and MS and a little less to retailers.
Retailers will push for sony sales a little more and sony PS4 multiplats will probably sell around 10-15% more like how 360 sells 10-15% more than PS3. However, the loss in sales will be recuperated by MS used games policy.
Sony will follow with MS used games policy next gen(if there is a next gen). ...

we all know every game is pushing mu;tiplayer... even tomb raider has multiplayer. so if you havent got plus then you wont have fulll access to the whole game.

I think you are getting mixed up between always on and always online.
Always on = console on standby (similar to tablets/phones)
Always online = needs internet connection to work?
Anyway, positive of always on is that games can be put on standby at anytime so you can jump back in whenever you like. Think of a boss battle that takes 1 hour to beat. half way thru you have emergency and have to leave. You would be able to turn off your console(s...
There maybe no benefit to us gamers, but depending on how the industry moves because of this drastic change then it will affect the gamers somehow.
Here's a scenario. XBone and PS4 sells same amount, pretty much like 360/PS3. However, publishers are making alot more money on XB games since they are getting a chunk out of used games. MS starts pressuring publishers to make exclusive games to XB because data shows how much money they are losing out on used PS games.

I always wanted to try play an outbreak game so if this is true I would gladly buy it. PAL versions of outbreak games never had online play so i didn't bother with those at the time.

Gaikai is something completely different.
Gaikai is computes the whole game server side, then streams the video/image onto our console.
MS service or whatever they claim they can do is more like a server used in MMORPG. Basically console is computing data aswell as the server far away. Basically could have the server compute enemy ai instead of having the console do that.

Multiplatform developers will most likely not give a crap about used games DRM. The loss in MS game sales would go the Sony sales, therefore devs/pubs will sell exactly the same amount.
