Launching a new console = losing a great deal of money. From R&D to manufacturing to marketing. It is a huge money pit. MS has had nothing but losses and now that the 360 is just set to turn the corner they are going to go further in the red again? Sorry, but they can't keep doing that. Not even Microsoft with all their money is going to allow that tactic to continue.

Here is another thing on which people better start comforting themselves. New consoles are coming in 4 years. They have to start designing those consoles now. They don't want to rush a product to market. Wait, that is what Microsoft did.
Anyway, there comes a point where they have to commit to a design based on technology available. Digital Downloads won't be there yet en masse. They will have the capability, but not as the main source for games and movies.
When the day comes when I can download a movie in true 1080p, and then minutes after deciding to download it immediately loan it to someone and they can play it any where on anything because it is paid for. Or I can play it on a plethora of devices, inlcuding quite a few that do not belong to me, then I will be concerned about a physical medium being obsolete.

Tightening up the framerates is the very latter part of development. You get the title to playable status so you can lock levels, features and AI. After that you polish. No Problem.
