It's amazing to realize that people in this world exist that think "I don't like it" is enough reason to get a complete refund of their money. I don't care if they lied about the product, pro tip EVERY company lies about their product it is called advertising, it is still the consumers responsibility to research what they purchase. First off, the gamer is pairing a 4790K with a 2080 TI......wut. Worst purchase decision made. Better off upgrading to a 1080 TI and a better CPU than a 2080 TI.
Secondly, why is the video jumping around with 3-5 dropped frames? I even saw drops down to 48 and it still shouldn't jump like that. Either the reason is the video capturing or the CPU bottleneck.
Finally, not a good video to judge performance. Too many doubts, not sure if I should question...

I know where you are going with this, but at least get the games right. YES, Obsidian developed the games you listed and own Alpha Protocol, they do not own New Vegas or KotOR. How you can leave out PoE or Tyranny is a bit mind boggling.

Technically everything is full digital, even when buying a disc just like PC. The disc is just an open ended license. Eventually they will attach the license to the players account and it will be a collectible coaster.
Buy game in store, install game, either keep disc or throw it away.
