You ALLWAYS unlock potential over time since the market demands for better graphics and gameplay, and hence you have to RETHINK how you handle stuff.

due to the cell architecture its almost impossible to emulate the game or even run the code native.
every ps3 game would need a massive rework to run native on a ps4 architecture.
thats why sony choose to let gakai stream the games to your ps4 by runnign it on cell server clusters.

no mass compatible windows driver clusterf....k or services noone ever needs for gaming.
that would bring alot of performance to the games without altering anything on the hardware side
