What usually happens is that their publishing partners will approach them and let them know that if things don't change, they can't do business with them. If Sony thought they were wrong they would have made all the games moving forward PS4+PS5, they are simply honoring what they said earlier. Chances are they expected Horizon to launch way earlier than Feb next year and the promise they inadvertently made just got overlooked.
I still think this was a non-issue. Just because Sony bends backwards to please the fake outcry doesn't change anything.

Consumer can call them out, but I think they are going about it the wrong way.
The reason they get away with everything they do is simply because they can. They can charge $20 for a skin pack because people will gladly buy it. There is plenty of competition for FPS games, it's not like it's a niche market.
I know it's easier to blame and demand better from Activision than people that keep buying these overpriced items. If they weren't be...
