They are already making the game for the system with the best gaming hardware, the 360. Or did you not notice that close to the entirety of the ps3's library happens to run better and more beautifully on the 360?

It shows that if games are ported from ps3 to 360, then 360 gamers are getting a gimped game. Ps3 struggles to run games ported from the 360.
This just strengthens the stereotype that alot of fans of the anime art style are twisted perverts.
I can't jump into a tank in COD4. I can't jump into an aerial vehicle then strafe players on the ground and dogfight other players in the air. I can't pick up the flag carrier on a 4-wheeler. And I can't jump in a turret mounted ATV with 2 of my friends. COD4 is a great game, no doubt. But it isn't better than Halo 3 in every way possible.

IMO, COD4 and Halo 3 are two entirely different gameplay experiences, and can't really be compared outside of the fact they are both FPS. Both serve the style that a player is looking for above an average FPS. I enjoy the realism of COD4, but I also enjoy the vehicle combat and fictional side of Halo 3. I guess it really just boils down to what I'm in the mood to play.
edit- Also it's easy to spot a Halo player on COD4, they are the people who start jumping around like a scared...
What does that make now? A total of five 3rd party games that are better on ps3. 360 has around 100 3rd party games that perform better than the ps3 versions. But don't give up, keep waiting around for that 1 game out of 20, it's worth it, trust me.
You didn't read the whole article did you. In his "final verdict" he says the 360 version is better.

Me personally, I detest the anime art style that is so prevelant in eastern titles. I just can't bring myself to have any desire to play as one of the characters.
But there are some eastern developers that I do like. Capcom puts out some great titles. And FROM software is right there with Codemasters as one of the best but least recognized devs in the industry.
I don't believe for a second that sony cut their hardware cost $400 in a year. They struggled just to get the 40gb to the price they have for it now. I would be more apt to believe that sony lied about the $800 hardware cost than what your assuming. It's not like the ps3 sold like hotcakes last year, and it's software sales are laughable. If there is another ps3 pricecut this year, imo at the earliest it will be late fall or early winter.
That may be the case for you regarding the ps3. But your in a small percentage of the gaming market. The majority of people buy a game console first and foremost to play games. The 360 performs as a game machine much better than the ps3. The game library for 360 is of higher quality (according to metacritic), and more diverse than the ps3's current meager offerings. After a fire sale, a price drop, and a hardware downgrade all in it's first year, I doubt sony is in any shape for a pricecut. They struggled just to get the prices where they are now.
The 360 is the best game console on the market. So why not get a premium and a year of Live, instead of getting a ps3 that has inferior 3rd party titles, less games, and a inferior online service? If gaming is the reason to buy a game console, then 360 is the best choice hands down. Also, you can rent HD movies from the Marketplace, so it's not like you can't watch HD movies on the 360.
