So it seems that the abysmal framerate was nothing to do the amount of on-screen NPCs whatsoever. Nor is it anything to do with either console having a CPU bottleneck. Just plain old shoddy developing.
Funny, because I was told my multiple Xbox fans on here that the reason the PS4's framerate was so low was because it's CPU is weaker than the X1's and it couldn't handle all of those next-gen NPC's. Lol. So much for that.

Lol, no, they're the current-gen versions. Last-gen versions of GTA had a black border around the mini-map, while current-gen versions do not. Those are re-modelled current-gen trees too I believe.

But 60fps is entirely a developer decision, it has nothing to do with the capabilities of the hardware whatsoever. A dev can either choose between 30fps with lots of pretty extras, or they can scale those pretty extras back/turn them off until they reach 60fps. The latest update fixed the online for me, which was already much better compared to than the launch of the last-gen versions. I regularly get put into lobbies with 20+ people and no longer get timed out or lose connection to Rockstar's servers.
That's all purely anecdotal, but yeah.
