Of course you're referring to Polphony Digital using PS2 cars in GT5 and GT6, then adding generic interiors.
Even last gens Forza 4 cars had 800,000 polygons per car, over 3x more than DC.

Developers use EXISTING API for single thread. That's the easy route and works for multi platforms.
Developers using DX12 features, multi thread, will only benefit X1 and PC.

According to the interview with Brad Wardell at 13:00, he disagrees, saying that developers use pre existing API and save time and money.
