Well, it can upscale horizontaly by hardware.
It can go from horizontal 1280 and 1440 to 1920 which is needed for Full HD image. For example GT5 upscales from 1280x1080 to 1920x1080 using hardware. No stress on CPU.
It can't upscale 720p to 1080p, this need vertical resizing as well.
If a PS3 needs upscaling it can do it's upscaling by software and this costs some CPU time. You loose some performance, dependi...
