Yes, but when comparing it to other open world games, people are using flying a plane or driving a vehicle at max speed to determine how big the map is.
In those other games, we walked or rode a horse & didn't have access to the whole map immediately making them seem larger in comparison.
That's what I mean by walking for a more accurate representation.
