In engine...these cutscenes CAN and WILL look better than actual gameplay..simply because they don't render all the components in the background (unlike gameplay)...so that extra power can be used from the CPU/GPU.
it's COMMON SENSE. as for your reply to textures, gears 1 has much more consistent and high rez textures throughout the game..more so than Gears 2 and 3...if you're willing to zoom in and compare!

there is NO hidden powers, Gears 1 holds up better textures than both gears 2 and 3 combined, but you know why those 2 last games look better?
because those TEXTURES were sacrificed to up the character details and improve the lighting. It's about balance. Halo 1 pushed more polys than halo 2. but thanks to some nice tricks it looks better.
