Japan gets Vita TV Q4 2013, and the EU/NA regions get PS4. Sony will see both of their new consoles work in opposite parts of the world, then be able to apply the successful marketing tactics learned to the opposite in the coming months/years. Meanwhile, the original Vita will cry in a corner with its blindingly superior (to the Vita 2000) screen.
Vita TV, innocuous as it may appear, is a direct and mobile answer from Sony to Microsoft's push in multimedia, and one that will explode when Gaikai comes into the 2014 picture. The portability will make any streaming opportunities incredibly valuable for the little box, which is to say nothing of the low entry point for a handheld console. (Though, I'd still rather spring for a Vita.)

This is the part where PC gamers pretend that because PC R&D will improve architecture while consoles remain stagnant, every PC gamer ever updates their hardware monthly.
PC, as a platform, is more powerful than consoles. PCs—the machines people actually own—are generally on par and cost considerably more. But they do more than game, so it's worth it.
