I've got a 60Gb and it plays just fine.
Seriously though, there is nothing different between the 20, 40, and 60Gbs that are involved with running a PS3 game. Remember, I said a PS3 game.

There are planes that crash right at CJ right out of nowhere in San Andreas? As much time as I put into that game, I never saw that happen.

Not GTA4. In fact if they tried to release GTA4 on the Wii, it would probably look just like GTA3 graphics wise.
Just give it time.
Once you beat the game you're going to try the infinite ammo, god mode, instant rhino tank, and all of the other fun cheats Rockstar throws in.
Cheats increase the longevity of GTA.

If the game itself is this good, it's conceivable to have really high hopes for the DLC. Rockstar has such high standards and I bet the DLC they release for this game could be just as amazing.
Possibilities I see coming:
New multiplayer modes
New customizations for multiplayer
New storyline branch
New weapons
New cars
