They leave the option open that if someone does create mature content they can still share it with others. I understand the need for this but not everyone that plays is a kid.

I more or less make payments on games and have them paid off long before. It's much easier on the wallet, and it's how I got about 10 games for my PS3 including Rock Band and Guitar Hero 3 in November and December alone, and didn't even break a sweat.
The "Great Game Drought of 2007" gave me plenty of time to pay off every single pre-order I had.
It's also definitely not a useless practice to pre-order if you hate waiting. There are a couple of games I would not have gotten on the first day had I not pre-ordered them. The last one being COD4.
Nothing is more annoying than having a teammate on Warhawk cuss at his entire team and b*tch and moan when you at losing at Warhawk. You would at least think the guy whining should at least be the top player right?

It's probably that it's obvious how often they hear about it. Hardly ever. Therefore, they might not have any idea what it is.
Also, I hate to be the pessimist, but isn't also possible that some human error could be involved here? Considering there are specifics instructions NOT to do certain things while installing firmware, I think it's entirely possible that somebody could have just messed up.
