Picking out the hardware will be the least of your worries if you don't have a Windows OS which will set back around $100. If you are on a $400 budget for a gaming PC, mind as well go 2x or 3x over budget and future proof your rig.
It is worth the price for being an actual remastered than just a remake + the dlc for $50 is a nice deal.

Sony didn't want to give Microsoft that 1 year head start again. Sony just advertise PS4 as a gaming machine. They just wanted to make sure the gaming features was iron out and bug free, and add in the missing features in big updates down the road.

For their first next gen game, Naughty Dog sure are starting it off with a bang. If this the last Uncharted, it makes sense because they usually start each gen with a new new ip.
PS TV is probably the best casual gaming peripheral out there. I always want to replay some PS1 games, but don't want to lug around a console. The portability and the price, along with the back log of 1000 games make it an attractable piece of hardware for gamers of all kinds.

We still have TGS, and Gamescom to look forward to. So you know Sony won't show all their upcoming games at E3.
It's free, doesn't matter when it comes out. The only thing you have to worry about is "do you have anytime to play it?".
They did push The Last of US above 60fps to lock it at 60fps.
