Destiny 2 is not being artificially held back, the developer already stated that ALL consoles versions are CPU bound. It's the hardware that's holding the game back from running at 60.
Actually no, the disparity between the CPU and the GPU in the Pro is not as wide as the one in Scorpio.
Please explain why Anthem is 30fps then.
Scorpio will be limited to 30fps in openworld and other CPU intensive games. Console manufacturers seem to think everyone only cares are graphics and resolution. It's a disappointment.
Path of Exiles is ridiculously easy to run, even at 4K.

No big surprise. AMD always had the advantage in QB and Nvidia almost always has the advantage in Ubisoft games.

Why are MS releasing Crackdown 3 between CoD WW2 and Star Wars Battlefront? It has limited appeal as it is without being sent out to die in the kill zone of video game releases.

It's not down to parity. The games engine is CPU bound across all consoles and none of them are capable of more than 30fps no matter what the GPU is capable of.
The game was solid but lacked any character, maybe if they made the roster more interesting with their own back stories it would have helped player engagement.
