We know from the multiplayer story of ACR, that the Templars have located William Miles and are going to start a final purge. And Daniel Cross was featured in the multiplayer cutscenes (off-screen).

I agree that Metal Gear Rising is not what a lot of fans were expecting. People were thinking of a ninja stealth game, myself included.

It does have to do with budget.
Of course, it doesn't mean to say he hasn't got money to develop console games, however developing on iOS is much cheaper and is a real way to make money.
Just look at Chaos Rings and Infinity Blade. And Square is releasing loads of its old classics on iOS too like FF1-FF3, Chrono Trigger, Secret of Mana etc.
