For now you need a AMD gpu, but that will change once Mantle is more mature. It does require that Nvidia and Intel (integrated) support it, but AMD wont be making it proprietary.
I will admit that that pissed me off. Mass effect was THE reason I bought an xbox 360, then it moved to PS3, I guess I can take consolation in the fact that I played it sooner than I would have.

Yes, however AMD has stated that the reason they went with a new api instead of petitioning Microsoft of the OpenGL group was that those are built up existing apis, and that they could get more performance by creating a new one around low level access instead of patching it into an existing one via extensions.
Time will tell I suppose.
For now. It is still in the early days for Mantle. AMD has stated that once they are finished creating Mantle it will be turned over to a governing body (Kind of like OpenGL is) and that it will not be restricted to AMD hardware.

The loss was actually much more. the cost to assemble a PS3 at launch was almost 900 dollars.
I wont say they were necessarily greedy but they were damn arrogant. Get two jobs to get a PS3? Thinking they could do no wrong and the PS3 would steamroll the competition? They got their asses handed to them early on.
The game is really not that demanding, even with all the mods.
My HD 7950 can achieve 45-70 Fps with 150+ mods installed.
It is well worth it. Keep the consoles for console exclusives and play the rest on PC. My PS3 and Xbox have only been turned on to play TLOU and GTA IV respectively
