Apparently you're unaware that the DF staff all agree that 4K is unnecessary and would prefer lower res and higher framerates, and they point that out fairly often.
What changed with the trophies? I hope they removed that stupid overlay with the trophy screenshots.

You've listed some situations people have swapped engines, but not mentioned any racing teams who do so.
LS swapped Rx7s, civic hatch’s with k20/24 swaps, 1JZ swapped IS300, SR20 swapped 240s are not racing teams. Also, I'm pretty sure Forza doesn't allow cross-manufacturer engine swaps either, so no LS swapped RX-7s there either.
GT is about racing simulation and focuses heavily on the professional side of it. Time attacks, drifting...

So people were using these modified files for faster/unrealistic cars for online races? Seems like a car validation step when they're online would be a simple solution. Or have a file system that only has variables for a valid preset selection of parts and settings that fit what is allowed in the game. Anything it sees outside of acceptable values gets reset.
Would that even be a thing if Forza wasn't on PC? The first link doesn't immediately say anything about it being for PC or not, and the video I skimmed looks like it's running the game on PC.
That sounds like an issue with protecting the save files more than anything. Maybe I've just never heard of it, but I've never heard of anyone modifying a save file for Forza to get stuff they shouldn't have. I have seen plenty of in-game steps to get things easy that was never intended (I remember specifically something in FM4 about the houses and getting free super spins).

Drivatars? Really? Forza works offline without access to the cloud drivatar data. Most of it was BS anyway since I'd be racing people on my friends list that have never played Forza in the first place to get drivatar data from.
Liveries? You can't just play the game offline without downloading livery data? It's a nice feature to have, but it's hardly a requirement to enjoy the game offline.

I know they were overly ambitious with the game, but I don't understand how their LOD is so bad to let such obvious pop-in happen.

That's a fair point. Hopefully before the game is shut down they'll provide an update so it can be played offline.

You mean, the type of mental gymnastics of declaring a game to be easily the best of the year in Sept before many other games would be coming out, when I'm guessing you haven't even played it yet, or completed it.
It did for me as well. It looks like Dishonored (which wasn't really my thing either) with a different paint job and a time loop mechanic I'm not a fan of.
