Gonna guess the first one did s**t poor on PC, to nobody's surprise except KoeiTecmo, and won't be seeing a release there. Thinking they can dump broken, s**t ports on PC, and people will just lap them up like good little dogs.
None of these matter, as it was behind the times in far more crucial ways. Also, some of those are seriously reaching. I like the Dreamcast as much as anyone else, but really, don't try to make it out more than it was.
