Before you answer please keep in mind that any declaration of Frames Per Second is always understood as 'up to' unless we insert the word 'locked'.
To put this in perspective; there is not 1 triple "A" game released on the 360 or the PS3 that used the word 'locked' when communicating their frames per second.

It's likely a combination of undisclosed exclusivity and resources. Look forward to an announcement late next year. The PS4 plays very nice with PC ports.

The game looks incredibly good. I'm loving the attempt at an action based souls game a few months before Bloodborn (the real action based souls game).
The 'Nerfifacation' of overpowered effects is only a good thing in regards to PvP.
Part of the love for the soul series is the discovery of the perfect combination of weapons and equipment resulting in the most bad a$$ build for your playing style.
Waiting see how this feels. Regardless, I love our Demon's and Dark Souls community.

True, but they received some financial assurance from MS. Even if the game does not meet expectations, it was a good deal for Insomniac. Let's just hope that the devil isn't in the details and they are not locked in for the next release. Overall - I hope the game Rocks in gameplay and sells.
Ted's primary responsibility is to keep Insomniac afloat. They made some bad choices but overall they are great devs. I hope XBOX One owners support the heck out of this game.

They (Respawn) was placed in a really tough spot with the late announcement of MS's and EA's exclusive first release deal. As a developer, you want your game to be in the most hands possible. It's never comforting to cut your potential buyers market in half.
I know I'm responding late, however I have them both on PC.
The benefit is to sell the experience to the multiple millions that only have the PS4 and/or have transitioned from the PS3.
If the margins for profit is there and there are no active restrictions in place you will see it happen (W2 that is).
