The problem is the developer cannot pre check every single mod for a game to see what it does. They have to assume it could make certain achievements easier to obtain. This is exactly the reason why Sony turned down mods for Fallout 4 and Skyrim Special Edition. They have no control over what mods are put up and they cannot check every mod and seperately set them to block or not block achievements.
No. As someone who had beaten Fallout 3 and New Vegas 15+ times each. Fallout 4 was my favorite. Yeah it dumbed down certain aspects, but not to a boring extent. The gameplay in general was an improvement imo. Also the complete removal of a level cap is awesome.

It can run the game at 60fps just fine. The lousy developer is just prioritizing 4k, textures, draw distance, etc over performance. They will most likely just up the textures and draw distance even further for the Scorpio version and still keep it at 30fps. 1080/60 actually requires about half as much power as 4k/30. They could include a 1080/60 option in-game with minimal extra effort, but they probably won't.
What a shit developer. 4.2TF and these clowns still prioritize excessive visuals over playable framerates. If they are so obsessed with visuals, they should focus on PC development. This is completely contradictory to what consoles are supposed to be.

The blurry, less detailed background is due to more advanced depth of field. The setting can be turned off in options. I actually wish game developers would stop even providing DoF. Video games are not supposed to be viewed through a camera lens. The human eye already naturally provides all necessary DoF & motion blur for non static images. Simulating those effects in-game is completely unrealistic and kills the immersion.

Simple. Show the Neo. Announce that it is 6TF+, and that it is adding PS3 backwards compatibility as a new feature, with 4k upscaling. Announce the Vita 2, running on the Tegra X2, with a 1080p OLED screen, 5.5+ hours battery life, uses microSD cards and is fully backwards compatible with the Vita. Then finish it all off by announcing Legend of Dragoon 2 & Dark Cloud 3.

It has all the same features as a fully optioned Scuff, plus a ton more, and is of vastly superior build quality with much better materials. Scuff just buys standard Xbox controllers and mods them with about $5 worth of cheap radio shack actuators. They are infamous for falling apart after a few months use. Even Razer is better quality.

It may increase the cost of games by about $5, depending on how Nintendo sources the flash memory (making it entirely in-house vs ordering from a 3rd party). The rumored 32GB cards shouldn't cost more than ~$2-3 each for Nintendo to make if they do everything themselfs. The benefits to gamers would be well worth it though (Much faster load times, on-cart save files and game patches, collectability).
