No, for Bad Company 2 they did specifically say they would not charge for maps. I have heard no such claims for Battlefield 3, though.
That said, these expansions were never going to be free, so this shouldn't be a surprise. I am OK with Battlefield Premium since you actually end up saving money in the end by prepaying for all the DLC.
@SimpleSlave - Sweet! You keep not getting to have fun with awesome games and I'll keep enjoying it. Nothing sucks more then getting to the end of the game and saying "man, I want more!" It sure doesn't suck getting more of what you want. I guess you wouldn't know.
You're right, clearly these studios should just pay the developers to sit on their rears after the game is out and do nothing. That makes total sense. That would be so productive.

Um... yeah, Kingdoms of Amalur gave me the complete experience from day one straight through the 80 hours I took beating the game, and then, amazingly enough, I got two pieces of DLC for 10 bucks each that took me to completely different parts of the world and gave me an entirely different experience.

I disagree that there is necessarily less to the game. It was very clearly a rushed sizzle video with what they were already not ready to show. They didn't want to throw in other stuff that may be there, just not looking as lush and powerful as the environment that is clearly more ready to go around the characters.

If Best Buy allowed you to do more than just put $5 down on preorders and did a better job with midnight releases, I'd probably go there more often. I also had a bad preorder experience with Star Wars: The Old Republic at Best Buy which soured me on preordering anything from them.
