A rumor it may be, but it was extremely plausible. There has been no official confirmation, sure. But Microsoft has always talked about a 2014 release date for both Quantum Break and Sunset Overdrive. I don't see how it seems far fetched for both games to come in 2014.

As per the developer, they weren't meant to be released. He also called them as "leaked" hence the quotation marks on this word. They likely belong to some ancient build. The developer calls new one even better.

The guy who is linked in the article is the one who took the PS4 screens posted by Wonko_C, who compared it these PS4 screens to PC version running DirectX 9/10.
He then took his own screens at DirectX 11 settings and took the same shots for comparison purpose with PS4 version.
Can't wait to see her work in the upcoming Uncharted. It will be glorious.
They went for this approach because they want to evolve both OS individually. So if they want to make changes to the Win 8 Kernel (User side), they can do so without worrying about the Xbox OS(Gaming side) and vice versa.
This game seems to be a perfect pick for VITA.
