No way. I can understand why consoles cant run some games on 60fps, but to claim that games won't benefit from it and makes "no noticeable difference" is just bullcrap.
60fps makes HELL of a difference, and all games benefit from smooth, fluid framerates. Just go play any pc multiplats then go play the 30fps console version. The difference in smoothness and fluidity is HUGE.

This myth about "pc is expensive/not a great value" needs to go.
You aren't forced to buy the latest and the greatest hardware constantly every year, and even then, when you buy a very expensive, top class gpu, it will not only be able to run all the next gen games, but even the generation after that. (Obviously at this point you won't be able to turn on all the eye candy up to eleven, but at least you would be able to play a lot of games after next gen)

Turn 10 opted for a solid 60 frames instead they've could made it 30fps with all the bells and whistles. hell, someone could argue the opposite that driveclub devs are the ones who are cutting corners sacrificing the 60fps mark.
I do love windows 8, am not sure about the others, but I assume most of the warranted criticism of windows 8 UI is not for it's aesthetic, but the awful usability with mouse and keyboard.
While imo the metro UI works very well with the gamepad or even Kinect.
