I don't like it when an article twists a quote to suit it's needs, the comment Todd Howard made about the 360 having more to give was in relation to the question of why Skyrim is coming out this gen instead of next and Todd used the 360 to ilustrate the point.
Skyrim isn't tailored to 360 MS has bought the timed exclusivity. As an Xbox owner this is my least favourite marketing strategy as I wish MS would put that money toward more important things like generating...

Radiation as a weapon is plausible though if you think about it because a good chunk of enimies are filthy smoothskins anyway.
Plus most of the mutated animals are the result of prolonged low level radiation not extreme bursts.
Ok the whole is it 4 or 5 debate aside; I think it would be good if you could become a ghoul. Not create one at the begining of the game but rather have high RAD situations which might cause ghoulification if you don't take precautions.

@Tuxedo. By your definition Dark Souls isn't an RPG as there is no 'chance factor' involved with hitting a enemy. While I approve of your detailed response I don't agree with it.
For me, an RPG is defined by deep customisation of a PC, about assuming the 'role' of another person/entity and then affecting the world around you with that character.
Games such as the FF series force you to play a pre-defined character whilst games like ES...
