They want someone else to do the work for them. Or to put the blame on any other form of media. Parents are looking for a lazy way out by having the government censor games. So THEY don't have to be the ones censoring.
No big box retailers sell adult content so the 18 and up government rating will be treated the same as the ESRB's AO rating. This will make developers tone their games down significantly. We will have the same game censorship that Germany/Australia have to get games on their shelves.

GREAT concept BAD game.
There will be laws made that would ban blood, gore, dismembering, sexual content and anything else law makers can find as something they disapprove of in video games. US citizens will have to see if Europe will have the games uncut and import their games form Europe.
The Supreme Court will say if video games are art or not. If not censorship on an Australian/German scale will happen.
