Depending on the state they will sell firearms and ammo or only ammo. In Cali they only sell ammo. In 2015 they banned AR's store wide, but in some states will still sell handguns, hunting rifles, and shotguns.
Actually the second paragraph may not be vehicles. I think the player controlling Jack will be able to Hijack the DeeBee robots and maybe controll them. That seems more likely.

Yeah we do know the history of this developer. He made a very bland open world in MGSV with repeated mission structure that had you going to the same places over and over. MGSV's story was also terrible, but he luckily has the other MGS to balance those and DS story looks great so I'm not worried about story. Kojima himself said that there will be a lot of exploring and walking, combat and killing isn't advised. We have seen a bit of h2h combat in the last trailer, but that is it ...
I think that might be the "afterlife" dimension or whatever. Notice how everything is dead and black or possibly covered in that black sludge? I think it is that.
Yeah we have pretty much seen the barren volcanic looking area and grasslands before in many pictures and trailers. And everytime it's just empty exploration with having to use items to navigate the open world.
This is why I say I want to see more gameplay. Kojima himself said it's going to be a lot of exploration and combat and killing is not advised. If this open world is as barren as MGSV the only new thing he has added is massive extension ladders and rope syste...
