That only applies to the xbox and that was MS strategy. Both the Ps4 and WiiU even previous gen consoles come with only the basic necessities. Controller and cables. Usually bundles like those are optional.
The graphics look amazing on the Oled to bad the new vita slims don't have oled screens. I doubt its going to be a huge difference. Probable just a saturation difference.
I said the same thing too. The fact that the lights for the buildings and street lights were on made it pretty obvious that it was a night time. Yet people still called it a downgrade.

Comparing the 2 picture. The "Now" looks like it a different time of day compared to the E3. You can clearly see that the lights for the buildings are on. Which could mean its night time in that shot while the E3 version its daytime. So its not a downgrade just a different time of day.
