Not to disagree with you, but plenty of games handle it differently. Resident evil games (mansion ones) had enemies chase you, follow you, die and come back if you didnt "finish" them, all sorts of situations.
Others you can "clear" an area and they wont return.
Other games allow you more of an impact on the gameworld, or at least give a better impression that you have made an impact.

Exactly, how they spawn is good and somewhat dynamic, and they are t really even a nusance because you can just run away, but feeling like you did anything is absolutely absent...

It's Borderlands but without the personality to match. It attempts to be substantive and serious, but lacks the umph and hoopla to deliver, at least that's what was evident in the beta.
Enjoyable for some, but for anyone looking for something innovative, new, or otherwise MORE than just "run of the mill," keep on looking.
