The best feature of City of... was the customization. If Champions are not able to take everything from City of... to a new level, it might not be the replacement.
I think they conciously choose what class should be the strongest at any given time. Look at the Warlock for instance. He was a joke when the game was released, became godly overpowered in the burning Crusade, and is now again a borderline joke.
There has usually been some class that has been "ez mode" doing one of the traditional roles, and I believe they do this to inspire people to level more classes.

On a principal level I think RvR sounds awesome, it's just hard to make it really immersive in this style of gameplay.
A "sandbox" world like EVE would likely be a lot more entertaining for WAR or WoW.
I think you are asking a lot by saying that. Remember that WoW did NOT have any PvP rewards for a long time after launch. People tend to forget that.

All developers borrow ideas from each other. It's a matter of whether or not they implement it well.
WoW is a mishmash of a LOT of stuff, where there is quite some influence from WAR in the first place...
The game was release full of bugs and lacking content. Flagship basically fixed that before they went under, so a release NOW had really been optimal.
Unfortunately, it's unlikely to ever re-appear in the west.
