The lowest end of the recommended (not minimum) graphics cards, the Nvidia GeForce 9800 GT, is only $100! A standard Asus motherboard ($150), Intel core 2 Duo 2.8 GHz ($100), 2Gigs of DDR2 RAM ($50), and any other necessary thing DVD drive, powersupply, and so on... (+/-$200).
As for his $4,000 number... The most expensive CPU is about $1,000 and the Nvidia 295 is about $500. Maybe this would bring you around $2500...
