This is exactly why they love reporting shipped numbers, so many people such as yourself will erroneously think that the 5m reported is 5m sold.
It's probably because you do not understand that the launch of a console is not how you determine how well it sells months or years after it's been out.
No one's doubting it did very well in November and December. But for the months of January, February, March, April, etc, it's moved less units than the original 360 did for those months after it's release.

Chicago has had some of the worst gang infested ghettos in the world, which is a perfect setup for fighting gang members. I just did the mission where I killed a bunch of members at what appears to be the old Robert Taylor Homes, which are now gone. But as far as the CCTV goes, yeah London would fit that bill quite nicely.

While what you're saying is technically true, it does not apply to Quantum Break, since QB was scheduled as a 2014 title, and has therefore been delayed till 2015.
