Some of the Russian soldiers in the game are even talking about how horrible this is, but that they are too afraid of what the General will do to them, should they choose not to follow orders.
It's depicting 1 man's war crimes, but it just so happens that he uses the Russian army as a proxy.

It keeps saying that I have to purchase or download the co-op packs, followed by booting me to ps store where it says "content not available"...

I really liked The Order.
It was too short and the werewolves were boring to fight, but the story was awesome and the setting was good.
The biggest issue I had with it, was that it felt like an origin story to something bigger. It even ended leading into what would be considered the "main story".

Cost/loss ratio from Sony versus multi-stage ROI can be calculated depending on a ton of different things, so there's really no set "too high" unless one would have insider knowledge of Sony's business strategy for this one :D
