Unfortunately, developers don't put much thought into PC specs. They'll just make a game for consoles and port it over to PC, then look into whatever hardware is acceptable to run the game. Minimum requirements will go up and everyone below will be left in the dust.

Those games had drastic changes as sequels. The criticism against God of War seems to point out that the developer played it safe (nothing wrong, in my opinion, more of the same good meal is still a good meal).

Narrative-driven anything. PC gamers are more interested in RPGs, Time-sinks, and Multiplayer. Everything else gets tossed to the sidelines (even strategy games, which this is their main platform).
Don't go blindly buying any brand/card right now. Wait till 2023 when actual 'next-gen' games are released and see which one performs better. Recent games struggle to fully utilise 4090 and are poor indication of future games.
Their slides showed Cyberpunk 2077 with Ray Tracing gaining 1.5x. 6900XT was 50% slower than 3090 in this game. So it's on par with 3000 series now.
Naughty Dog themselves said they're going to make PS5 games with PC in mind for future port. PS exclusives coming to PC is a matter of time.
Sony finally realised what Microsoft did years ago—the majority of people choose a platform and stick to it no matter how tempting the exclusives look. They'd lose what 1-5M consoles that get bought to play a game or two then collect dust. Software sales is where the money at.
