No, it's complete BS how long it takes them, but thats the way they operate and it probably wont ever change.
But I will most likely still pick up CS GO and Dota 2 because they are going to be great games, regardless if they announce HL3 or not.

Honestly I don't think they will make a TF3 for a VERY long time. TF2 is such a constantly evolving game that when compared to the original version, it's beginning to look like a TF3 with everything they have added.
The only thing they could change with a new game is just graphics.
Hard Reset is a steal for $5. Also Wings of Prey is great for $5 if your looking for a really fun WW2 flight sim. They removed the awful DRM that the game originally came with so I would say it's definitely worth it now.

We have digital media, we don't even need disks on PC.
Yea I would say the general investment into PC gaming is more expensive at first, because it is a computer after all. But after that, it is basically up to you how much more money you put into it. So it can be as expensive or cheap as you want it to be after that.
Also you get amazing deals on games through steam which saves TONS in the long run.

And it's the publishing part of those games where EA does the wrong thing.
EXACTLY. Half the games there are not exclusive.
But they still add them to the list to make it look bigger.
