Why do you care what a game does or does not sell as long as the publisher and developer make enough money to warrant continual support of their product and the resources to make sequels?
Why is everyone on gaming sites so hung up with sales figures and ratings of games?
All I am stating (factually) is shipped vs sold to consumer might matter to fans wanting to argue popularity or lack there of but to the manufacturer or publisher of said product once shipped...

Companies don't ship their products on consignment. The product is paid for and then the manufacturer / publisher ships the product. In other words the publisher already made their bank. It's that simple.
Also there is this thing called supply and demand. Distribution centers and retailers don't purchase said product without knowing the probable demand and sales that will ensue.

The cause of having too many exclusive titles to know which to put in the purchase vs rental column as to not go broke? Yeah that is definitely a hard place most PS3 consumers find themselves in the past several years. I'm honestly starting to wonder where MS is going to go from here. Their past few E3's were pretty boring. A lot of multiplat games, their 3 franchise titles (Halo, Gears & Forza) but mostly dominated heavily by Kinect and them adding services like Facebook, ESPN, HBO Go, Netflix (yawn).

This is a very odd direction MS has taken to close out this generation of "gaming". They appear now to be going full blown multimedia, casual gaming and to rely heavily on 3rd party support. They have next to no exclusive support left for core gaming audience.
