And it does so by dropping a load of features, drops some lighting, removes dynamic shadowing etc and still doesn't compare to PS3/360 FPS.

The Wii U version is very good for first effort on the console, but does not match PS3 and 360 for performance.
But don't forget they probably didn't put much effort into it.
Split-screen (GamePad & TV play) has to drop key features in order to maintain a decent level of performance.
So, there is clearly no 'country mile' between them.
In other words the mod removes any attempt at weapon balance from the game by making the guns realistic rather than 'fairer' in comparison to other weapon types.

Rather than look at it as 'GTA would never go up against Tomb Raider etc', it should be 'Tomb Raider etc would never go up against GTA'.

The Wii U has zero new competition and has still only managed to sell just 66% of the amount the Wii sold.
