the pc configuration looks pretty good but it's over $1,800 in parts. so that destroys the purpose of spending the least amount of money. with the extra money spent on this pc configuration you could buy yourself a cheap 4k TV along side the Scorpio.
I think Scorpio will be the better choice economically speaking. pc gaming provides lots of power but at the extra cost. A pc capable of crushing Scorpio's 6 T-flops for under $500 will be non existent for some years. even cheap dual GPUs won't be as effective with the poor support they have in games. if you just want the baseline for 4k gaming i think Scorpio will get you this. Microsoft also addresses this-

we already have a 9 Tflops gpu, the GTX 1080. what we do not have are $500 PCs using them.

I would just consider getting a Xbox Scorpio and go with cross-buy. you get two copies, which is great because if the pc version ends up being a bad port then at least you can play it on Xbox Scorpio while the pc version gets patched. cross-buy with Microsoft allows you to cover a wider range of gaming without being screwed over.

Ryse in 4k would be a beast visually, it already looked nice in 1080p on pc.

Lost Odyssey scored poorly and was remembered heavily by fans. Quantum Break has plenty of content to work on for sequels to come.
I remember a time when gamers were boasting about future proof consoles for 7 years, now gamers are eager to trade in their consoles for "better" ones 3 years later. funny how standards have changed.

Ah yes, there should not be MMOs on consoles either because PC holds the larger market.
There wouldn't be a need for it if the next gen offers the same and then some. and there wouldn't be a need for remasters if 4k consoles were able to do the same. both boxes would be competing against each other for similar reasons. I say let this gen pan-out and then move onto the new gen with whatever it brings.

a gtx 980 $500 gpu has a hard time doing all games in 4k. we will see if a rabbit is pulled out of a hat for much less.
